I have the honour to refer to correspondence
resting with Mr. Smith's secret (2) despatch of the
23rd of September, 1937, on the subject of the
treatment of Japanese residents in Hong Kong.

Early in March of this year representations
were made by the Japanese Consul-General that his
nationals desired to leave the concentration points,
feeling that there is now little risk in living in
their own homes; and with the approval of my
Executive Council I authorized the Commissioner of
Police to proceed accordingly provided that it could
be done gradually and unobtrusively.
3.
It has now been reported that, with the
exception of a few who were unable to find
accommodation elsewhere, all Japanese have left
the concentration points without incident.
